Camera-Ready Submission Instructions:

Please read the following paper submission guidelines before submitting your papers:

  • The IEEE Publication Services and Products Board has recently passed the following motion: “The use of artificial intelligence (AI)–generated text in an article shall be disclosed in the acknowledgements section of any paper submitted to an IEEE Conference or Periodical. The sections of the paper that use AI-generated text shall have a citation to the AI system used to generate the text”.

  • All papers must be submitted through the IEEE CEC 2023 online submission system, using the link sent in the acceptance email.
  • In order for your papers to be included in the congress program and in the proceedings, final accepted papers must be submitted, and the corresponding registration fees must be paid by Apr/29th (Anywhere on Earth).
  • It is the policy of CEC 2023 that new authors cannot be added at the time of submitting final camera-ready papers. Please ensure that you are following this guideline to avoid any issues with publication.

Paper Formating:

To help ensure correct formatting, please use the IEEE style files for conference proceedings as a template for your submission. These include LaTeX and Word style files.

  • Only papers in PDF format will be accepted.
  • Paper Size: US letter.
  • The papers are limited to maximum of 8 pages, including figures, tables, and references. A maximum of two extra pages per paper is allowed (i.e., up to 10 pages), at an additional charge of USD 130 per extra page.
  • No page numbers please. We will insert the page numbers for you.

Please Note: Violations of any of the above specifications may result in rejection of your paper. 

Final PDF generation in compliance with PDF eXpress:

For compatibility with IEEE Xplore, the final PDF file needs to be generated through PDF eXpress tool for consistency. Please follow these steps to do so:

Before Creating a PDF

  • Please revise the paper carefully, taking into account the reviewer’s comments to prepare the final version for the proceedings.
  • Please add the copyright notice to the bottom of the first page of your source document. Choose the relevant option from the instructions given below. If necessary, contact the publication chairs for the appropriate copyright notice.
  • The appropriate copyright clearance code notice is to appear on the bottom left of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceeding (Link). Please use the option applicable to you from the following:
    • For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright
    • For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 979-8-3503-1458-8/23/$31.00 ©2023 Crown
    • For papers in which all authors are employed by the European Union, the copyright notice is: 979-8-3503-1458-8/23/$31.00 ©2023 European Union
    • For all other papers the copyright notice is: 979-8-3503-1458-8/23/$31.00 ©2023 IEEE
  • For authors using LaTeX, the copyright can be inserted the following way:

Creating and using your PDF eXpress Account

Log in to the IEEE PDF eXpress website: Link

First-time users should do the following:

  • Select the New Users – Click Here link.
  • Enter the following:
    • 53210X for the Conference ID
    • your email address and
    • a password
  • Continue to enter information as prompted

An Online confirmation will be displayed, and an email confirmation will be sent verifying your account setup.

Previous users of PDF eXpress need to follow the above steps, but should enter the same password that was used for previous conferences. Verify that your contact information is valid.

Site support is maintained via 24 hour online help (PDFSupport@ieee.org).

Once you are able to log in, you can upload the source files to create the PDF. Once generated, the PDF will be emailed to you. Use this version in the final upload.
